Operating revenues in the employment services industry group fell 1.3 per cent to $23.9 billion in 2025, Statistics Canada said. It was the second consecutive period in which revenues declined in the industry group.1

The agency attributed the decline to continued softness in labour market conditions, driven by lower job vacancy rates and a continued deceleration in population growth through 2024 and 2025.1

The industry group includes employment placement agencies and executive search services, temporary help services and professional employer organizations, according to Statistics Canada.1
