The City of Burnaby is folding changes to its Amenity Cost Charges bylaw and accelerated 2026 capital spending into its 2026-2030 Financial Plan, with residents able to comment by email until Monday, Nov. 13, 2026.
The City of Burnaby is amending its 2026-2030 Financial Plan to incorporate the impacts of amendments to the Amenity Cost Charges (ACC) Bylaw and to accommodate accelerated capital spending in 2026, the city said in a public notice. Residents have until Monday, Nov. 13, 2026 to send feedback by email before council adopts the amended bylaw.1
The affected projects stay within their approved overall project budgets and within the total expenditures contemplated over the five-year planning period, according to the notice. The accelerated capital spending reflects changes in the timing of expenditures only, the city said.1
The city pointed residents to the Oct. 27 council report titled "Amendments to 2026-2030 Financial Plan and Burnaby Consolidated Five-Year Financial Plan Bylaw 2026" for further information. All public comments will be shared with council before it adopts the amended 2026-2030 Financial Plan, the notice says.1
